New POPLA process

POPLA has now moved to a different site, popla.co.uk

The new POPLA process differs significantly from the old process. The appeal and evidence must be filed all in one go, and you cannot alter or add details later.

You must also agree to 4 terms and conditions.


Next you choose the reasons for appeal. As well as the 'traditional' 4 reasons you can also chose 'extreme circumstances or 'other'.


Despite featuring heavily in the 2015 POPLA annual report, it appears appeals on the grounds of bad signage or ticket display issues, or the issue of genuine pre-estimate of loss are not possible in the new system (except under the other category).

Neither are appeals on the basis that the operator is breaking Consumer legislation, or that the operator had no contract with the landowner or that the requirements of POFA 2012 have not been complied with.

...although all is made clear on the next screen which allows sub-categories which had not appeared before. However, some categories are still missing.


Next you fill in your details, such as name and address. If like The Prankster, you are appealing on behalf of someone else, this is allowed too. You also fill in the parking charge number and vehicle registration. If you do not possess a telephone, tough luck, as this is a mandatory field. The Prankster found that 11111111111 seems to work fine.



There appear to be some teething troubles with postcode lookup. Using the 'Find Address' button always caused an application error. However, the 'Enter address manually' option worked.




The next step is to enter detailed reasoning and evidence for all the options you checked.


For your evidence files, you need to state what type they are what the file is (whatever that means) how it supports the appeal, and the name of the file. Don't forget to click upload (The Prankster did and had to go back)




You then get to check and review you appeal (at which point The Prankster noticed he had failed to attach the evidence). After declaring that you are not a robot, you finally submit the appeal. After tis point, your appeal cannot be edited.

THIS IS AN IMPORTANT DIFFERENCE TO PREVIOUSLY.




POPLA will now email you a password.

You can use this to track your appeal.



However, you cannot see what you actually appealed, or change it. It is also not clear if you can see and rebut the operator's evidence.

  3. I would suggest that asking for the Motorist details is the same as asking for the driver details; very sneaky!.

    1. I am personally of the opinion that it makes perfect sense that if you wish to appeal on behalf of an individual, that individual should be named.

      I don't think motorist is synonymous with driver. It could just as easily be the registered keeper.

  4. If you can't change/add evidence later, does that mean the Parking Operator can't either and must submit all evidence without seeing yours?

  5. There's no apparent way to do a written appeal by post either. This is very naughty I would have thought since there are lots of people who just use a mobile to do internet stuff. How would you add pdf's for instance or video clips of a parking place approach?
    It's not so much the submission that concerns me right now though. It's that they give an appearance of wanting to dismiss on grounds that have been well and truly agreed in the past.

  7. I would like to know the legal standpoint if one sends a proper email (not online form). Can the parking company claim one had not made an appeal? (Oh how I hate these online forms)

Please be comforted that my organisation Is putting pressure on our new POPLA provider to move more closely towards the excellent example shown by our trailblazing colleagues, the IPC, to give our members a far greater advantage (like theirs) over these awful, transgressing, lying, deceitful motorists, especially when compared with their woeful, hapless POPLA appeal results to date. It's costing them 27 notes a pop, and they can't afford it. I'm hopeful that Tom and Jerry (Watson and Corbyn) will soon intervene to assist our cause?

  9. I'm in an appeal at present for my son and yesterday received the usual massive bundle from PE to uphold their case. Rebuttal is necessary in most cases but I see no way of doing it in the new regime.
    Does this mean the PPC's can tell as many porkies as they like without fear of contradiction?

    1. When I tried to rebut UKPC Ltd's rubbish under the old regime, the online submission form repeatedly brain farted. I resorted to emailing the rebuttal to them and got confirmation from the old 'enquiries' address. This is not listed on the new website so may no longer be active. Perhaps you could try info@popla.co.uk and let Pranky know how you get on. Maybe add complaints@popla.co.uk along with enquiries@popla.org.uk (the old one) to the address field as an experiment.

      As an aside, I've only just noticed that Pranky was constrained to a 2000 character limit for his reasons for appealing. A sharp contrast to Parking(sh)Eye(sters)' 2000 ream limit.

I had to face the candidates agent balancing out the lights on and then one day I was like try to figure something out one day and then I hit the delete button and that left if the if that's what we're Lumare Skin allowing more room never contacted at and on but new York budget plus you know I was on that from the very beginning I really liked it when we not it first.

  13. just had a successful appeal because Britannia Parking did not notify me within the required two week period of the contravention. It was nice knowing Britannia paid for the privilege of forcing the appeal.
